Government System

Government System

Rector Día de Derechos Humanos The Universidad Nacional del Sur is an independent and decentralized institution, whose government is exercised by the following bodies and authorities:

  • The University Assembly
  • The University Higher Council
  • The President
  • The Councils of the Departments
  • The Dean Directors

Resolution powers are held only by collegiate bodies, while unipersonal authorities are only empowered to execute such resolutions.
The decisions of the Assembly and the Higher Council are for the whole University, while the measures taken by the Councils of the Departments are only for the academic unit to which they belong. Each collegiate body is formed by representatives of the different university sectors. The whole university community is grouped in sectors in the following way:

  • Professors
  • Students
  • Assistant Teachers
  • Non-teaching staff members

The Non-teaching staff sector is represented both at the Assembly and at the Higher Council. Next follows a brief detail of the functions of each government body.


University Assembly

The Assembly exercises the higher government of the Universidad Nacional del Sur. Among its main powers are:

  • Total or partial amendment of the University Statute
  • Election or removal of the Rector and resolution of his/her resignation
  • Consideration of the annual work of the University Council
  • Creation or suppression of Departments, careers, or degrees
  • Exercise of any jurisdiction act not set forth in the Statute

University Higher Council

Rector Día de Derechos Humanos The Higher Council exercises the direct government of the Universidad Nacional del Sur. The President is the Head of the council –with the right to speak but not to vote, except in case of tie-, and the other members belong to all university sectors. Among its main powers are:

  • Passing of provisions for the good government of the university
  • Setting admission requirements for university careers
  • Approval of curricula
  • Approval of the university budget
  • Issuance of regulations for the Administration

The President represents the University and is elected by the University Assembly. The President of the University, together with the Head of the Assembly, has the power to call for the Assembly.


Department Councils

The Department Councils exercise the government of each academic unit at the Universidad Nacional del Sur. They are presided by the Dean Directors and are formed by Professors, Students, and Assistant Teachers. Among its main powers are:

  • Proposal to the University Council of the call for examination of professors and decision on the call for examination of assistant teachers and instructors
  • Regulation and authorization of free and parallel courses
  • Creation of post-graduate courses
  • Resolution in first instance of any controversial matter with regard to the activity of the Department
